2 things..
one: all the forums I mod have spammers post on the first post - 2nd at the latest. Requiring 10 posts for a URL to be posted is actually counter-productive, since deleting spam is the primary reason for such a rule. However it creates the situation where people will just either postwhore useless stuff, of double (multi even) post just to get the post count to where they can insert a link. 9 useless posts is actually worse than spam sometimes!
If spam is a problem, you can always add some moderators.
Two: Its not really clear, but the threads on most forums where people can yak about anything off-topic are what usually makes it go from a website/forum to a community. If thats what you intend the misc discussions to be, you may want to rename it to off topic, lounge, aprs ski - something. Or at least add a description to it. Again you may need mods to make sure everyone follows the rules. The off-topic forums are where I spend 90% of my time spanking users..
I've only been here a short time and I'm already hooked!

yes, the u r l thing is the most annoying thing ever!!
i havent been able to put up quite a few posts in the last few days cause of this rule
i like the cad ideas too - that would be cool
cant leave it on that note tho - such an incredible site, there are really no problems so much as "improvements"

Sorry for the URL posting thing but I think we'd all agree that constantly seeing Brittany spears posts would be a little more annoying. We'll try to reduce the number of required postings so that you can post URL's. In the mean simply spell out the website (i.e. skibuilders dot com) and I'm sure others will figure it out.

RoboGeek: we took your suggestion and renamed part of the MISC section... the moderators will soon follow
also, i've reduced the number of posts for new users to 2 before URLs can be used...
